Press Release — Mitchell Fellow Michael Dahm’s Testimony Informs U.S.-China Economic and Security Review Commission (USCC)

In its annual report to Congress released today, the bi-partisan U.S.-China Economic and Security Review Commission (USCC) cited the March 2024 testimony of the Mitchell Institute for Aerospace Studies Senior Fellow J. Michael Dahm extensively in its chapter on China’s counter-intervention capabilities and the People’s Liberation Army (PLA) focus on battlespace information and electronic warfare (EW).

Mr. Dahm’s testimony covered in detail the PLA’s development of a robust, redundant, and resilient C4ISR system capable of establishing localized information, air, and maritime dominance and enabling strikes on U.S. bases and deployed forces in the Indo-Pacific region. In addition to this assessment, the Commission adopted Mr. Dahm’s recommendation to have Congress request the Department of Defense conduct a comprehensive net assessment of PLA and U.S. military battlespace information capabilities. The report also called on Congress to “reinvigorate and recommit to space as an area of strategic competition” reflecting Dahm’s observation that the PLA regards space as the “strategic high ground.”

Mr. Dahm’s testimony and continued work on China’s approach to informationized warfare underscores the Mitchell Institute’s commitment to the research and analysis needed to inform key national security, Congressional, and industry leaders about threats and challenges facing our nation.
